We can use your math (comparing the percentage difference in the rate) to compare the three periods, 2001-2004: +12% 1990-1993: +18% 1979-1983: +33% As you can see, the current increase in the poverty rate is quite small when put into this context. Not that it's a useful method to look at things this way.
